Notice under Regulation 11: Key or Non Key Decision where scrutiny call in procedures are to be suspended for reasons of special urgency

 

Pursuant to Regulation 11 of the Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012 (‘the Regulations’), I hereby give Notice that: -

 

The Executive intends to make a Key Decision on 3 June 2025 regarding the following report entitled: Review of Parking Charges

Purpose of Report: This report will consider questions around the impact of parking charge changes, implemented following approval of the 2025-26 budget, and suggested mitigations for those impacts. It will also consider anomalies in the implementation of already approved parking charges and suggest amendments to address those anomalies.

The Executive will be asked to: Consider whether any changes to the current charge schedule are needed, and agree the Council’s process for dealing with a Traffic Management Act 2004 ‘Right to Challenge Parking Policies’ request, as submitted.

This decision will not be subject to the call-in process as in accordance with article 11.8 of the Council’s Constitution:

The call-in procedure shall not apply where the decision being taken is urgent. A decision will be considered urgent if any delay likely to be caused by the call-in process would, for example, seriously prejudice the Council’s or the public’s interests. The record of the decision, and notice by which it is made public, shall state whether in the opinion of the decision making person or body, the decision is an urgent one together with the reason for urgency, and therefore not subject to call-in”.
